I was at first puzzled, but you are right.
<element name="foo"><list><empty/></list></element>
matches <foo> </foo>, but <attribute name="foo"><list><empty/></list></element>
does not match foo=" ".
><list><empty/></list> could be transformed to <value
> type="token"/>. Would that be an improvement?
Since we allow <list>p</list> where p can be empty, I do not think that this is
an improvement.
