Issue: <element name="foo"/> v <attribute name="foo"/>

Currently, RELAX NG allows

  <attribute name="foo"/>

(it matches an attribute named foo with any value), but doesn't allow

  <element name="foo"/>

In XML Schema I believe

  <element name="foo"/>

matches an element named foo with any attributes and any content.  Should we
do the same?  Alternatively should we disallow

  <attribute name="foo"/>

?
