[relax-ng] Datatype interface update

I posted a new version of Java datatype interface at SourceForge.

It now incorporates DatatypeLibraryLoader, a class to "discover"
datatype library at run-time. The code is licensed by Thai Open Source
Software Center Ltd. There is no other change.
