[relax-ng] New draft available

I have produced a new draft

This fixes the errata we agreed to at the last telcon. It also includes a
proposal to fix the errata with namespace decls.  See

I have also incorporated my proposed solution to issue 57. I am using the
term "weak match" to describe the variant of the match operation used by the
solution.  If anybody can suggest a better term, I would be happy to hear
it.

I have added an appendix with a list of changes since 0.9.

Note that I haven't yet updated the RELAX NG schema to use the 1.0 namespace
URI.
