[relax-ng] No telcon Thursday 22nd November

Since several TC members wouldn't be able to attend, I have decided not 
have a telcon this Thursday (22nd November).

This means that we really have to approve the specs at the telcon on the 
29th.  Please everybody make an effort to attend on the 29th.  Also please 
try to review the specs and bring up any issues by email well in advance. 
Otherwise we are in danger of not being able to publish in time for XML 
2001, which would be a pity.
