[relax-ng] ANN: RELAX NG datatype interface version 1.0 release

The official version 1.0 of RELAX NG datatype interface, which has been
developed at SourceForge, is released.

With this interface, application developers can easily develop their own
datatype libraries to overcome the short-comings of existing datatypes
libraries.
