That's right. I forgot the WebDAV issue
(http://lists.oasis-open.org/archives/relax-ng/200111/msg00059.html). We are
not checking the URI. However, shouldn't it at least be
<define name="common-atts">
<optional>
<attribute name="ns"><text/></attribute>
</optional>
...
instead of just a stub?
