Thanks for undertaking this.
Issue 1: James has proposed \u{XX...} as the universal escape.
Issue 2: It was my understanding that we closed this at the last
telcon, but maybe not.
Issue 3: I had proposed the syntax "encoding 'iso-8859-1'".
Issue 5: I had proposed the syntax { ... }, which James modified
to [ ... ] { ... } (i.e. there must be a preceding annotation,
possibly empty).
