[relax-ng] Jing update

An update to Jing and related tools is available to:

  http://www.thaiopensource.com/relaxng/

The changes since the 2002-04-04 release are:

- there is implementation of XSD regexes that works by translating to JDK
1.4 regexes
- the implementation of XSD datatypes is now complete
- the compact syntax is up to date with the latest TC decisions
