[relax-ng] RELAX NG becomes DIS

Yesterday SC34 voted for the DIS text of RELAX NG prepared by myself and 
Murata-san to be sent out as a DIS.  You can find the DIS at:

There are no technical changes as compared to the OASIS spec, but quite a 
lot of editorial changes to meet ISO requirements.
