[relax-ng] New compact syntax draft

A new compact syntax draft is available at:

In this draft, the formal description that comprised the bulk of the
previous draft has been relegated to a (normative) appendix. The body of the
document contains a more informal description based on my original
specification.

There is a new EBNF optimized for readability and for correspondence with
the syntax summary of the XML syntax in the RELAX NG spec.  This is distinct
from the complete BNF in the appendix.

I would like to make this public after the next telcon (not as a Committee
Spec, just as an editor's working draft).
