[relax-ng] Cancelling this weeks telcon

I won't be able to attend this weeks scheduled telcon, because I am going up
country and won't have access to a telephone.  In the circumstances, I
suggest cancelling this weeks telcon, which would make the next telcon on
the 19th September.
