New mailing list for RELAX NG users

There seems to be demand for a public mailing list for RELAX NG users, 
so I've set one up:

   http://relaxng.org/mailman/listinfo/relaxng-user

This is my first effort at setting up a mailing list on this system, so 
there may be teething problems.
