Groups - SAF-Specification-CD_01_Revision-1.doc uploaded

Made ProtocolGroup a top-level entity.  
The idea around this was to allow isolation of Protocol authors, Syndrome
authors, and authors that "glue" them together.  Previously, an
author/editor that selected Protocols to associate with a Syndrome would
need to understand the Protocols in order to group them.
