Question about requesting provider of <ManageNameIDRequest>

When should requesting provider of <ManageNameIDRequest>
terminate/update local account?
before sending a request ? or after receiving a response?
Are there any descriptions about this matter in Specs ? (or out of scope?)

I have same question about SLO profile.
