How I should encode the RelayState.
JDK's Base64.getUrlEncoder() encodes with with padding chars in the end (==).
Apache's org.apache.commons.codec.binary.Base64.encodeBase64URLSafeString() encodes without such padding.
Which one do you use ?

It can, but it shouldn't. Anything that is inherently unbounded in length is not designed to be used in that field, it's that simple.
