Change draft for #23: uri property clarification

I pushed a change draft for Issue #23, “Clarify requirement for format of URI-valued properties for nested files”

I have added this item to the Agenda that’s checked into the repo, and I will move for its adoption at the next TC meeting.

 

I explain the reason for this change in a comment on Issue #23, so please read that comment before you review the change draft. The only change is the addition of a single, short paragraph in §3.2.2, “uri property”.
