Change draft #137 (image annotation)

I pushed a change draft for Issue #137, “Support annotating image attachments”:

I’ll move its adoption at the TC meeting on May 2nd.

 

This is the issue that was originally titled “Consider adding an explicit screenshot object”, but the final design is more general than that.
