Change draft for #174: Add result.occurrenceCount

I pushed a change draft for 
Issue #174, “Result mgmt. systems merge SARIF files. Can we provide a count of occurrences?”

This is a simple property addition that is useful for result management systems and has been requested by customers at Microsoft.

 

We’ll move approval of this change at TC #23 on Wednesday 9/12.
