Change draft for #297: provenance refactor

I pushed a change draft for 
Issue #297: “Move conversionProvenance under result.provenance”

We will move its adoption at TC #29 on Wednesday December 12th.

 

This is a non-breaking change which Michael and I think improves the clarity and coherence of this aspect of the design. My

last comment in the issue sums up the change and its motivation.
