Change draft for #293: rule.deprecatedIds

I pushed a change draft for Issue #293: “Add rule.deprecatedIds”:

We will move its adoption at TC #29 on December 12th.

 

The normative text is simple, but it takes a NOTE and an extended example to motivate the addition, so please do take a look.
