Change draft for #322: 'directory' role

I pushed a change draft for 
Issue #322, “Please add a ‘directory’ role”:

We will move its adoption at TC Meeting #32 on Wednesday, February 20th.

 

@James Kupsch: I included a NOTE that clarifies the (non-)meaning of “directory”
 in URLs, but nonetheless supports the use of the 
"directory" role for certain URLs.
