Change draft available for #291: XML and JSON logical locations

I pushed a change draft for 
Issue #291: “Update logical location kinds to accommodate XML and JSON paths”:

I might have sent notice of this before. If you’ve already seen it, this update removes the requirement that fully qualified logical names in XML and JSON documents be expressed, respectively, in XML Path and JSON Pointer. The examples
 still show that syntax, but the spec text now states that this is not a requirement.
