Issue label changes

Because of the change from “SARIF v2.0 CSD.2” to “SARIF v2.1.0 CSD.1”, I renamed certain labels in the repo:

 

CSD.2-TC-comment => 2.1.0-CSD.1-TC-comment

CSD.2-public-comment => 2.1.0-CSD.1-public-comment

CSD.2 => 2.1.0-CSD.1
