spec WD 01

This is the same as the one sent before [1] [2] with the following changes:
1) says WD 01
2) filename and URLs changed
3) added empty conformance section
4) updated the date

I can't upload the document to the doc repository, hence this email with 
attachments. I have emailed tc-admin for their help in fixing this.
