Issue 8: cross contribution artifact resolution

We discussed the subject issue on last week's Telecon (June 24) and there
seemed to be general agreement.  I dont think I ever posted the slides that
I had created to describe the direction of the proposal.  They are
attached.

Mike E and I are working up a spec text proposal, so this is really just
FYI.
