ISSUE 41: Conflicting domain-level <wire> deployments - Proposal to ExtendScope of the Issue

Based on an action item I picked up
at the F2F following the discussion of Issue 41:

Proposal:

Extend ISSUE 41 to deal with the matter
of Updating Domain level Property values.

Rationale:

Issue 41 is about adding or changing
Domain-level wire definitions.  The same problems

occur for Domain-level properties.  Domain
level property values can be updated through

deployment actions, independently from
the components that are configured using those

property values, since the properties
can be part of a different contribution than the 

components.  So the question arises
as to what the effects of those changes are on the

components.  This is pretty well
much the same problem as occurs for wires at the Domain

level and it would be preferable to
have a single solution for them both.
