Complete Conformance version of Assembly Specification

Folks,

Here is a complete version of the "conformance"
version of the Assembly specification:

I'd like to make this into "CD01-Rev3",
so I'd appreciate any comments or suggested changes

by tomorrow's Assembly TC call.

Note that a couple of sections have
been deliberately missed out from the conformance work - 

those sections are ones that I am aware
are due for significant rework caused by Issue resolutions

in the pipeline - and I decided not
to waste time and effort on these.  We can do the conformance

work on those sections when the resolutions
are edited into a future version.
