The dependency of scheduling PR of SCA Assembly and SCA 
Policy specifications before or along with the SCA BPEL specifications was 
indeed communicated [1] to the TC Admin:

'Please start the public review of the SCA BPEL specification package 
along with or after starting the public review of the specification packages for 
the SCA Assembly and the SCA Policy TC.'

I'd like to comment 
  on the ordering of the SCA specifications. Since all the other SCA 
  specifications depend on SCA Assembly and SCA Policy, 
it makes most sense 
  to put those two first in the order.  Publishing SCA BPEL before SCA 
  Assembly means that initially, the BPEL spec will be 
pointing to 
  dependencies on specifications that have not been published.  Ideally, 
  the ordering would be:

SCA 
  Policy 
SCA BPEL 
  
...others...
