There is a CD02 Rev7 and a CD03 - Word
and PDF versions of both
They are basically the same other than
CD03 has a new number and has all changes accepted - CD02 Rev7 has all
change marks.
There are several versions of both due
to problems found and reported on this list, which I have fixed.
CD03 here is what we should be voting
on - CD02 Rev7 gives people the chance to see what changes have been made
that
are incorporated into CD03.

Can you clarify what this document is of. You say revision #3 of sca-assembly-1.1-spec-cd02-Rev7.pdf,
yet it has a label of CD03 (I note there is also another one saying revision#1
of rev7). We shouldn't be using the CD03 label until the TC has agreed.
