NEW-ISSUE: Errors in Test_Types.xsd

Target: Test_Type.xsd (svn version 147)

Description:

1) The sca: namespace is incorrectly
identified as the old OSOA namespace

2) ComplexType1 and ComplexType2 are
incorrectly formed (<element/> cannot appear as a direct child of
<complexType/>)

Proposal:

1) The sca: namespace should be http://docs.oasis-open.org/ns/opencsa/sca/200903

2) The <elements/> of  ComplexType1
and ComplexType2 should be enclosed in a <sequence/>
