TARGET: SCA Assembly spec PRD/CD03

DESCRIPTION: 

ASM50030 and ASM50031 are duplicates.

A <component/> element MUST NOT contain two <property/> subelements
with the same value of the @name attribute. ASM50030

The @name attribute of a property element of a <component/> MUST
be unique amongst the property elements of that <component/>.ASM50031

PROPOSAL: 

Remove ASM50030. It's current context in the document is misplaced anyway.
