Standing Rules to open new issues

At the 10th March 09 meeting [1] we made the following two resolutions
(if I understand the minutes correctly):

 

 
2009-03-10-5:
     The TC treat all future issues as PR Comments 

 
2009-03-10-6:
     Public review comments only require a simple majority 

Given this, and unless we change the rules, any new issues,
even after PR, shall be treated as PR comments, and thus only require a simple
majority to open.
