TARGET: SCA Assembly Spec (CD02 any rev)

DESCRIPTION: 

The Policy TC created an element which could be used to attach policySets
to composites called <policySetAttachment/>, similar to @policySets.
This was done in POLICY-46 (http://www.osoa.org/jira/browse/POLICY-46),
quite a long time ago. The Assembly spec (nor the schemas) make any mention
of this capability. The element and it's schema are defined in the current
SCA Policy FW schema.

The Policy TC is currently discussing POLICY-94 (http://www.osoa.org/jira/browse/POLICY-94)
which would provide a new element for attaching intents similar to @requires.
If that resolution is accepted then the same problem would exist for the
new intent attachment element.

PROPOSAL: 

Directional: Update the schemas and pseudo schemas to refer to the <policySetAttachment/>
element at all the places where @policySets is allowed.

Note: The Assembly TC should wait on executing this proposal until after
the Policy-TC resolves POLICY-94 (http://www.osoa.org/jira/browse/POLICY-94)
because it may introduce an element which can be used to attach intents,
similar to @requires. Once that is complete, we should expand this issue
if necessary.
