ISSUE-188: <policySetAttachment/> element is not recognized by Assemblyspec

Hi Folks,

This is an update from the SCA Policy TC that it has resolved POLICY-94 [4] which adds the ability to attach intents to SCDL via a new subelement called <requires>.  You can read about it in Policy FW spec revision 6 [1,2].  I believe it is now possible for the Assembly TC to work toward a resolution to ISSUE 188 [3].
