Proposal for Issue 189 - CD04 candidate

Folks,

Here is the proposal for resolving Issue
189, which is to provide a means for adding intents to WSDL interface elements

by means of a <requires/> subelement.

believe that this specification document forms the basis for CD04 of the
Assembly spec, which can be

used as the basis for the second public
