Ashok,

The definition I propose deliberately
leaves out any questions of conformance.  There is a whole section
of the 

spec dedicated to conformance and I
don't think that it is a good idea to repeat it here.

Plus, it is possible to envisage an
SCA runtime that is not conforming.  However, it isn't possible to
conceive

of an SCA runtime that supports no implementation
types and no binding types.
