Public access to our docs

It was recently pointed out to me that docs that are uploaded to our 
repo aren't public. Is there something that has to be done to make it so?

For example, 
http://www.oasis-open.org/apps/org/workgroup/sca-assembly/download.php/36509/sca-assembly-1.2-spec-wd01.pdf 
isn't public, but if you look at the doc details at:
http://www.oasis-open.org/apps/org/workgroup/sca-assembly/document.php?document_id=36509
it says that the doc is shared with the general public.

Confused.
