NEW ISSUE: Binfings Namespaces

TARGET: All Bindings

DESCRIPTION: We need to decide what namespace(s) to use for each binding. 


PROPOSAL: Put Web Service Binding in the general sca namespace http://docs.oasis-open.org/opencsa/sca/[yyyymm].
Put the JMS and JCA bindings in a single namespace which can be shared with the J TC if they define java c+I specific xml.
