[sca-bindings] Draft Minutes SCA-Bindings 2007-10-11 are attached

I struggled a little with the document template, in particular the 
bookmark reference fields in the Resolutions and Action Items sections 
do not seem to work with my version of Open Office, so I copied the 
resolution and action headers there manually.
