NEW ISSUE: is it required that binding.ws support the soap intent

Title: Is it required that every implementation of binding.ws support 
the soap intent?

Target: binding.ws

Description:
binding.ws is a WSDL-based binding and allows any WSDL binding.
The main intent of binding.ws was to support SOAP. But support for SOAP 
is not required. We need to say whether the soap intent must be 
supported or whether it is optional.
