Mike Edwards pointed out that I forgot a very important NOT in the
description below.  It should read:

DESCRIPTION: If a binding.ws configuration specifies both
requires="SOAP.1_2" and wsdlElement="blah#wsdl.binding(jms)" where the jms
WSDL binding is NOT a SOAP/JMS binding, then who wins?  the WSDL or the
intent?

Mike also pointed out that a 3rd solution might be to raise an error, but
we can debate that if the issue is accepted.
