NEW ISSUE: Policy intent examples are incorrect

TARGET: Web Service Binding spec (sca-wsbinding-1[1].1-spec-WD-02.doc)

DESCRIPTION: The WSDL-less examples at lines 250-270 contain an incorrect
syntax for the SOAP intent.

PROPOSAL: Change references to soap/1.1 and soap/1.2 to SOAP.1_1 and
SOAP.1_2 respectively to match the SCA Policy FW Spec.
