ISSUE 36 - Does WSDL binding take precendence over intents - proposal

Here is my proposal for a resolution to Issue 36:

Add a new section 2.8 (WD02 WS binding spec) as follows:

2.8 Intents and Binding Configuration
The SCA runtime MUST raise an error if the web service binding is
configured with a policy intent(s) that conflict with a binding instance's
configuration.  For example, it is an error to use the SOAP policy intent
in combination with a WSDL binding that does not use a SOAP encoding.
