Resolution of Issue assembly-77 *may* remove support for WSDL 2.0

Wanted to bring to this TC's attention assembly issue 77. The current 
sense of the assembly TC is to get rid of wsdl 2.0 support in 
interface.wsdl. This obviously has a big impact on binding.ws

I would like to request an agenda item on this week's call to discuss 
this. If there is any feedback that we have to the assembly TC on this 
issue, we should provide it to them.
