SCA bindings TC feedback on the new schedule

The SCA bindings TC discussed the new schedule that the liaison 
subcommittee put together:

16th Feb: Assembly and Policy PR draft ready
23rd Feb: vote on Assembly/Policy PR

BPEL/Bindings/C/C++ to lag Assembly/Policy by two weeks.

The bindings TC does not have any concern wrt the new schedule and 
baring unforeseen issues, intends to meet it.
