Resolution of JAVA-25

This email completes my action 20090122-1.

The SCA-J TC has resolved issue JAVA-25.  Part of the resolution
was to remove the concept of "callback ID" from the JavaCAA
specification.

This means that we can now resolve BINDINGS-21.  As there is
no longer a concept of "callback ID" in the SCA specs, I believe
BINDINGS-21 can be closed with no action.
