Perhaps a little unfair to be the first to comment on whether we should
open an issue - since I'm the one who logs them.

I logged this as a single issue, even though it applies to two
specifications, because the resolution could go in a number of
directions.  If we open the issue, it is probably appropriate to create
a second issue, specific to one of the two specifications, and another
issue specific to the other.
