Please note this issue that was just raised against the SOAP intent qualifiers.  The Policy TC will discuss opening/accepting this on Monday Aug 17.

Description: 

1)  <intent name="ordered" appliesTo="sca:binding" ..> has an invalid attribute appliesTo. It should use "constrains" instead 

2) The 1_1 and 1_2 are not valid NCNames as qualifiers for SOAP intent. We can use V1_1 and V1_2 instead.
