BINDINGS-90 no defaults for JMS headers

I was thinking of adding wording along
the following lines for this proposal:

If no delivery mode value is specified
via the @uri attribute, headers/@deliveryMode attribute or operationProperties/headers/@deliveryMode
attribute for the operation being invoked, the SCA runtime MUST send messages
from the binding using a persistent delivery mode. [BJM2000X]

If no priority value is specified via
the @uri attribute, the headers/@priority attribute, or the operationProperties/headers/@priority
attribute for the operation being invoked, the SCA runtime MUST send messages
from the binding using a priority value of 4. [BJM2000X]

If no time to live value is specified
via the @uri attribute, headers/@timeToLive attribute or operationProperties/headers/@timeToLive
attribute for the operation being invoked, the SCA runtime MUST send messages
from the binding using a time to live value of 0. [BJM2000X]

However wanting to be consistent, I
went to look in the public assembly and policy specs, and in neither could
I find any statement along the lines above which makes a normative statement
regarding the behaviour in the event that an attribute with a default value
is not specified in an XML element.

On the call it was indicated that there
was a spec that did this - could someone point me at the spec (and ideally,
the statement number)?
